The Grand Island Area Metropolitan Planning Organization (GIAMPO) updated its Long Range Transportation Plan (LRTP) to the year 2045. The 2045 LRTP is a 25-year plan that guided transportation system decision-making for the Grand Island area and provides a list of transportation projects that meet future transportation needs in the region. The LRTP was developed through public input and a technical analysis of how all modes of transportation perform including highways, roads, transit, freight, bicycle and pedestrian facilities. GIAMPO not only analyzed how the system operates today, but also forecasted conditions for the next 25 years. The final 2045 LRTP includes strategies and a prioritized list of projects based on anticipated funding, results of technical analyses and community preferences of Grand Island area residents.

PROJECT SCHEDULE

Putting together the 2045 LRTPLong Range Transportation Plan was a little over a year and a half long process. During that time, the public was invited to provide their comments, questions and concerns at multiple key milestones through LRTP development.

WHAT IS AN MPO?

Federal law requires any Urbanized Area population exceeding 50,000 persons to create a Metropolitan Planning Organization (MPO) to carry out the multi-modal transportation planning for the metropolitan area. The Grand Island Urbanized Area officially exceeded this population threshold in the 2010 Census. In 2013, the Governor of Nebraska designated the GIAMPOGrand Island Area Metropolitan Planning Organization as the official MPO for the Grand Island Urbanized Area. GIAMPO serves as the formal transportation planning body for the greater Grand Island, Nebraska metropolitan area. The GIAMPO is the first MPO designated by the State of Nebraska in over three decades. GIAMPO includes the areas shown in the map below.

JOURNEY 2040 TRANSPORTATION PLAN

LRTPsLong Range Transportation Plans must be updated every five years, which is why we’re planning for the 2045 LRTP through 2021. Grand Island’s first LRTP was Journey 2040 and was adopted on April 26, 2016. Journey 2040 included plans, projections and proposed solutions that aimed to increase the quality of life for area residents.

Technical Advisory Committee

The GIAMPOGrand Island Area Metropolitan Planning Organization Technical Advisory Committee (TAC) is a staff-level committee, which provides technical support and recommendations to the Policy Board. The TAC convenes at key milestones throughout the development of the 2045 LRTP to ensure the plan is technically sound and aligns with other local and regional efforts.

    COVID-19 Doesn’t Stop Public from Providing Valued Feedback

    While COVID-19 changed our original plan to host an in-person alternatives and strategies public meeting, that didn’t stop us from continuing to seek out public feedback on the 2045 LRTP. In June 2020, GIAMPOGrand Island Area Metropolitan Planning Organization hosted an online public meeting, available in both English and Spanish, to ask Grand Island residents to provide their feedback on potential future multi-modal strategies and proposed alternatives that might be included in the plan. The online public meeting received a lot of support and input via comment mapping tools and survey responses with:

    • 256 unique online meeting users
    • 509 unique comment entries

    The project team is currently evaluating project ideas provided by online meeting participants, and comparing those ideas to the technical analyses and the goals of the LRTP, including safety, accessibility, efficient and reliable, economic growth and preservation of the existing system. In the meantime, view the full online public meeting summary.

    Further analyzing and refining project alternatives that will be incorporated in the 2045 LRTP means that we’re getting closer to having a final 2045 LRTP published. Before that happens though, we’ll prepare a draft 2045 LRTP for one last opportunity for the public to review and comment. Stay tuned!

    Grand Island’s Transportation Vision Continues to Develop

    GIAMPOGrand Island Area Metropolitan Planning Organization has completed public input opportunities on the Transportation Visioning & Issues Identification phase of the 2045 Long Range Transportation Plan (LRTPLong Range Transportation Plans)! In February 2020, GIAMPO hosted a Public Visioning Workshop, Focus Group meetings and presented to the GIAMPO Technical Advisory Committee to gain an understanding of current transportation issues and obtain feedback on a shared vision for Grand Island’s transportation future.

    GIAMPO cast a wide net to engage with a large and varied set of community members and stakeholders:

    • Over 3,000 people were directly contacted by GIAMPO, or GIAMPO advocates and champions, to participate in the 2045 LRTP. Notably, the Grand Island Chamber of Commerce emailed over 2,500 people to promote the Public Visioning Workshop and survey
    • Approximately 65 people attended the Public Visioning Workshop and participated in Focus Group meetings
    • Over 500 community members responded to the 2045 LRTP Issues Survey
    • Over 3,200 people were informed and engaged through Facebook

    The GIAMPO team sincerely appreciates all public participation and feedback during the visioning and issues identification process. We heard a lot of comments related to several transportation goal areas, including:

    • Safety
    • Accessibility
    • Efficient and Reliable
    • Economic Growth
    • Preservation of the Existing System

    Feedback will continue to be an important component of the 2045 LRTP development process.

    With initial public input opportunities behind us, the team is wrapping up technical analyses of Grand Island’s multi-modal transportation system, and beginning to develop potential transportation improvement alternatives and strategies for the plan. The alternatives and strategies will be evaluated for how well they address key issues within Grand Island’s transportation network, and how they fit with the vision and goals. The alternatives and strategies will include potential improvements to highways, roads, transit buses, freight, bicycle and pedestrian facilities. The public will be asked to weigh in and help provide their alternative and strategy priorities at a Public Prioritization Workshop, anticipated to occur in May 2020. More details are forthcoming!

    Meet Grand Island's Newest MPO Manager

    GIAMPOGrand Island Area Metropolitan Planning Organization is excited to announce Andy Gomez as Grand Island’s newest MPO Manager! Andy joined the GIAMPO team on September 30, 2019 and as the MPO Manager is responsible for researching and preparing all of the documents necessary for the MPO program, including LRTPsLong Range Transportation Plans, as well as assignments originating from both the Policy Board and Technical Advisory Committee as directed by the MPO Director. Before Andy joined GIAMPO, Andy served as a Senior Project Manager in Transportation Planning at Atkins in the Miami/Fort Lauderdale area. Before his time at Atkins, Andy served as the MPO Manager for the Corridor Metropolitan Planning Organization in Cedar Rapids, Iowa.

    Andy attended the University of Miami where he received a Bachelor of Arts in Economics. He also obtained a Master of Science in Urban and Regional Planning from the University of Iowa and a Master of Science in Economics from the Colorado School of Mines. In his spare time, Andy likes reading, watching movies and going to the gym.

    Kicking Off the 2045 LRTP

    GIAMPO is kicking off the 2045 LRTP in 2019! The 2045 LRTP is a 25-year plan that will guide transportation system decision-making for the Grand Island area and provides a list of transportation projects that meet future transportation needs in the region.

    “While we’re legally obligated to update our LRTP every five years, these efforts are always really fun for us to do,” said Andy Gomez, MPO Manager at GIAMPO. “This is our chance to brainstorm really fun and unique projects to implement in Grand Island, and then put them out there for the community to evaluate.”

    The 2045 LRTP is a multi-phase effort that will take place through early 2021. The first step is collecting transportation data in the Grand Island area, which will include data on traffic safety, congestion, information regarding existing bike/pedestrian as well as a forecast of conditions and trends for the next 25 years. At the same time, Grand Island residents will be asked to provide details regarding their own experiences on the Grand Island transportation system, as well as asked how they would like to see the system operate in the future. Once this information is obtained, the next step is developing a list of transportation alternatives and strategies that will provide solutions for some of the problem areas that were identified through data collection and public feedback. Grand Island residents will once again be asked to provide their feedback on the identified alternatives. An analysis of each alternative and strategy will follow, which will help GIAMPO determine the financial feasibility of each project and help develop a list of prioritized projects based on anticipated funding. The next phase of the project will involve the release of the draft LRTP for final public review and comments before the final LRTP is published in early 2021!

    Public feedback is a critical component for any LRTP, but it is especially important for the 2045 LRTP. “This is our first update since our first ever LRTP in 2016,” said Andy. “The public’s feedback will really help us determine how priorities have changed since then.”

    From Monday, June 1 through Wednesday, June 17, GIAMPO hosted an online alternatives and strategies public meeting, which asked Grand Island residents to participate in interactive exercises to review potential future multi-modal (highway, roads, transit, freight, bicycle and pedestrian facilities) transportation strategies and proposed alternatives that might be included in the plan.

    Public Visioning Workshop

    On Tuesday, February 4, 2020, GIAMPO hosted a Public Visioning Workshop that provided details about the 2045 LRTPLong Range Transportation Plan and included interactive exercises for attendees to provide input on Grand Island’s needs for highway, roads, transit, freight, bicycle and pedestrian facilities that should be addressed in the plan.
